Yes. The CFO Guidance and Counseling Program is required by Philippine law (RA 10906) for Filipino spouses and common-law partners of foreign nationals, regardless of the destination country. Without the CFO sticker, the Filipino spouse can be denied boarding at NAIA on departure to Canada. The CFO sticker is separate from the Canadian permanent residence COPR.
